Knowledge Manegement System ( Musharakah)
First of all we should identify the meaning of knowledge which means ,the understanding of analyzing and sharing information and the orientation of humans contact. While knowledge management is the behavior, standards and the solutions that allow us to collect manage and distribute knowledge to support strategic goals and easily make decisions.

There are different components of knowledge management.
- human component which consider the basic of knowledge
- Work machinery that helps in knowledge transfer.
- information used and its type
- the technological system used
Knowledge Management system (Musharaka) is an electronic system that helps sharing and exchanging knowledge and information between employees on municipal department levels.
Musharakha project was initiated by The Department of Municipal Affairs (DMA) in Abu Dhabi in 2011. This project is where technology is combined with culture and people to develop performance productivity and customer service. DMA collaborated with Abu Dhabi , Al Ain and Western Region Municipalities to produce “Musharaka.” Using musharaka, people use technology to exchange information more efficiently. It provides better, faster and quality driven municipal services that will be delivered by employees. This new tools will enhance the management of municipal business and support a free flow of information sharing, create higher levels of awareness and continually update on best practices.
for the best document to be admirable, it should in clued details about the title ,the owner and the date of creation.it should also be matching and activated with the appropriate setting for these documents. Furthermore, it should not trespass copyrights.
The purpose of Musharaka
The main purpose of musharaka is to make sure that information is easily available for employees. It is considered a very important tool for supporting the services in the municipalities. Ali Jaber Al Yafeai commented “Knowledge Management is essential to support the strategic goals of the DMA and the Municipalities. We hope for it to be a successful pilot project that would be adopted by other government entities across the Emirate in the near future.”4
There are a number of applications in the municipality.

Another application is Employees skills and experience guide.
Here it shows the employees skills and experience in important majors like accounting law...Etc. This provides help from peers and usage of their past experience as well as providing a professional environment for communication between the employees in works area.
Moreover, the common questions application. It includes different missions and activities of different administrations. It allows employees to respond to customers in a professional way and have an Idea about the administrative procedures and activities. It also allows the employees to increase his efficiency about his administration and other administrations.
There is also the establishing communities of experience which is basically a network of people that meet to share practices and good ideas about certain problems or interests. Through it, they can meet new members, keep up with the latest developments, gaining new knowledge and exchanging experiences. Employees meet other employees who have similar interests or work in the same area of expertise and communicate to provide the best solutions to arising problems. Moreover, reducing the learning curve for the new staff members and improving institutional performance in general.
There are 2 types of community in Knowledge management :
Specialization groups a group of employees who work in one area or doing the same tasks like( Human resource, Customer service , marketing ) Common interest Groups :a group of employees that have same interests in a particular area or subject like : environmental group
the specialized groups provide great advantages on member level and municipal levels.
On member level the advantages are : fast learning, less time in doing the job, suggesting solutions for everyday problems, adding new knowledge to the members knowledge and meeting new members from different municipalities.
The advantages on municipal level are : decreasing the repetition of work, providing new ideas, motivation if new ideas, providing better services while exchanging information.
Knowledge Management Office:
It has several roles which are : Collecting knowledge documents from departments by knowledge ambassadors. Then ,Sorting and saving knowledge documents based on special standards and terms. Also, , the office should Re-dissemination of knowledge in the knowledge management system to be accessible by everyone ,and applying knowledge transfer activities (lectures and lessons learned)
in addition, the office must Train the new ambassadors knowledge on musharak and supporting them.

The role of knowledge management Ambassador :
1- promoting knowledge management project
2 – helping team sector in providing and searching the appropriate knowledge
3 – collecting knowledge documents from employees and ensuring that they are suitable , quality , and conform with the standards and terms . ensure that they are quality and suitable

What are the benefits that will be achieved with the existence of Musharaka?
On municipal level:
· Transmission of knowledge between municipalities and exchange of practices.
· Giving opportunity to give information to the employees though various resources.
· Enhance the performance and monitoring the projects by spreading the performance and measurements indicators ( dashboards) .
· Improving the observation and monitoring of contracts and compensation by providing information about the performance of suppliers.
On individual level:
· Increase of employee satisfaction by easily getting the right information.
· helping the employee in performing his duties
· Improving career development opportunities by raising the skills and knowledge transfer from consultants and suppliers.
· Building relationships with other administrations and municipalities
Main tools that will be on the home page of the knowledge management community:
Member list : a list of all employees and a direct link in the directory of staff and skills .
Discussion forum: pages of dialogue on the system. Members can get new ideas by asking questions and starting a dialogue.
Newsletters: it provides small topics about the activities and main projects that members participate in.
Wikis : is an electronic encyclopedia that allows members to participate making their own content and make certain adjustments
Blogs: a type of internet pages and a way of personal distribution where someone makes it and others comment. it may contain videos, pictures, documents…etc.
Collaborative work space: a connected work environment that allows a group to work on a single document jointly.
RRS: is a service that informs members and users about the latest information and documents that is being published .

i see that this system is very useful for company comptitive advantage since is based on ( knowledge ), so, sharing information ,ideas ,experiences between employees more easily , helping them to improve thier job performance and create a quality services, , and even it will be useful for the new employee , reducing his time and effort to obtain the information at the right time and cope fast with work environment.
